Download wont finish, always stops at 99%, Need help

I have a dell inspirion mini 10, and i just recently got all the settings rebooted and reinstalled xp. All i have right now is internet explorer, and the first thing i did on the internet was attempt to install firefox. The first two times my modem fell off, so im not sure if that has anything to do with the problem. Bu t now everytime i try to install firefox it stops at 99%, and doesnt finish. Ive had the same problem with downloading adobe flash player and ccleaner, but i was successful in downloading vlc media player through ninite to test things out, and and old, archive version of adobe flash player. Practically nothing is on this comp, so i dont think theres a problem with sercurity firewall or not, and im afraid it just might be the computer is on its way out, please help.

It is possible that anti-virus software is corrupting downloaded files or is otherwise interfering with downloading files.
Try to disable the real-time (live) scanning of files in your anti-virus software temporarily to see if that makes downloading work.

But i'm pretty sure i dont have any anti virus software on my comp, given that everything was wiped two days ago. Would there be an antivirus program that starts up that I dont know about?

Try to boot the computer in Windows Safe mode with network support (press F8 on the boot screen) as a test to see if that helps.

You can use the MSConfig program or the Autoruns utility to see which software and services are getting started.

My comp wont startup in safe mode for some reason, i think its missing a partition. But I was fortunately able to successfully download older versions of all the programs i wanted, thank you for your help and time!!!
