Firefox may be blocked from starting completely, but may be lingering in memory. Did this just start recently?

To terminate the firefox.exe process you can call up the Windows 10 Task Manager. One way is to press Ctrl+Shift+Esc. You also can the Ctrl+Alt+Del menu screen.

In the Task Manager, there are various different tabs. "Processes" may allow you to find a firefox.exe stalled in memory. Or you might need to look at the "Details" tab. Terminating Firefox through Task Manager is essentially crashing it on purpose, but sometimes you have to do it.
