Do you mean that you do not see all three window control buttons (Minimize, Maximize, Close) and that you activate the Maximize button?

Start Firefox in Safe Mode to check if one of the extensions (3-bar Menu button/Tools > Add-ons > Extensions) or if hardware acceleration is causing the problem.

  • Switch to the DEFAULT theme: 3-bar Menu button/Tools > Add-ons > Appearance
  • Do NOT click the "Refresh Firefox" button on the Safe Mode start window

You can try a different Windows theme and Windows background image (wallpaper) to see if that helps. Not all Windows themes seem to be compatible with current Firefox releases, so you may have to try out other themes if the one you currently use doesn't work as expected. If you use a non standard windows theme or made other appearance changes then try to revert those changes and use a (different) standard theme or Windows wallpaper.

If you were to double click the top frame, it changes to full screen and back.
