FF 48.0.1 Mac OSX El Capitan

Can anyone tell me how to fix this or how to submit a bug report? ...

When I start FF afresh, and right-click on the Dock icon, the Firefox Dock menu comes up with 2 very useful options : "New Window" and "New Private Window". If I open/close new browser windows all is well.

After opening and closing the "Other bookmarks" window (heading "Library") these 2 options disappear from the Dock menu. Opening with Shift-Cmd-B or using "Bookmarks->Other bookmarks" has the same effect. Doing it from a private or normal window also the same. I have tried disabling all my addons - no change.

I am sure this problem is new in this version.
