In short, No, there's no built-in feature to prevent removing history. There are techniques (probably using Add-ons or an Autoconfig file or both) to ''hide'' menu commands from users if you think that would help, but anyone viewing their history in the Library dialog ("Show All History" or Ctrl+Shift+h) can just use the Delete key, and there's no way to block that. You can consider using monitoring software or a proxy server to record history independently if users can't be trusted to observe policy.
