Every so often when browsing i will come across a malicious website that prevents any action. So the simplest action is to use the task manager to end task on firefox.exe. This works well however because firefox was forced to quit it tries to restore the tabs i had open. Previous versions of firefox would give you the option to restore or stop attempting to restore after a few force quits. now firefox will not stop attempting to recover the previous tabs.

How can i set firefox to ASK if i want to restore the previous session?

You can set the Integer pref browser.sessionstore.max_resumed_crashes to 0 on the about:config page to get the about:sessionrestore page immediately with the first start after a crash has occurred or the Task Manager was used to close Firefox.
