downloads\firefox setup stub 46.0.exe does not start in a timely fashion

attempts to update firefox times out every time. I request file to open, and to open in admin, still fails.

Try this:

Download the Firefox installer and save the file to the desktop
*https://www.mozilla.org/en-US/firefox/all/
Start the installation with a double-click on the desktop icon
