Can I move a bookmarks folder (or all of my bookmarks) to a folder on my hard drive?
I'd like to move some of my bookmarks folders to a more secure place on my external hard drive. Is this possible?

NO - you can't move Firefox bookmarks outside the Profile folder.
Bookmarks are stored (along with browsing and downloads history) in the places.sqlite file in the Profile folder. One file, not a folder. https://support.mozilla.org/en-US/kb/profiles-where-firefox-stores-user-data
