All my bookmarks have disappeared from bookmarks. I restored bookmarks in the menu folder but my bookmarks in the bookmarks toolbar are still missing. How can I get my bookmarks in my bookmarks toolbar back?

I think I solved the problem by shutting off the syncing account and using my phone firefox browser to sign in and sync. Then I signed up with another email address to sync the bookmarks in the original wiped out bookmark account that was synced with the new account.

And then after that I signed out of the new account and back into the other account with bookmarks that were wiped out and synced it with the synced new account to restore the saved bookmarks.

If you open the Customise page, do you see an icon labelled Bookmark Toolbar Items? If so, drag it to the toolbar. If it isn't there either, click the button Restore Defaults in the bottom right of the Customise page. You get the Customise page by right-clicking the 3 bar menu or a toolbar and selecting Customize Toolbar.
