Do you mean the short bar that's usually toward the right end of the main toolbar?

Sometimes you can get so many buttons on the bar that the toolbar "overflows" off the bar. In that case, you'll see a >> icon on the bar, which shows a list of controls when you click it.

If that's the problem, you can reduce the number of buttons, or move the Search bar to the left so it avoids overflowing. You can make those changes using the Customize feature: Customize Firefox controls, buttons and toolbars.

If the search bar isn't on an overflow list, try using the Customize mode to find it. For example, it could be among the unused icons, or it might be on the graphical menu panel, or it might be nowhere to be found.

If the search bar cannot be found, try using the "Restore Defaults" button at the bottom center of the Customize tab.

Any luck with Customize?

If you meant the main address bar, some users have right-clicked the reading mode icon and selected remove not realizing this removes the whole bar. Try using Customize mode to get the bar back. If you use the Classic Theme Restorer extension, please see this thread: https://support.mozilla.org/questions/1065350
