Firefox stores the bookmarks two ways: One is in the cloud through your account. The other way is it stores it on your device.

if your PC just died and your bookmarks were stored on your PC, your pc took em with it.

If you had the bookmarks stored on cloud... I'm.... not sure you can store bookmarks in iCloud. You said you have a PC. That's windows. You had icloud installed on windows?

If you stored your firefox bookmarks through your account, you're in better luck. Just log in to the account on your new phone. If you want to log in and sync on your new phone that might be a good idea in case you lose your new phone or it dies. https://support.mozilla.org/en-US/kb/sync-logins-firefox-ios

take a look at the above article. once you're logged in and synced, the stuff you decided to sync will be available everywhere via the cloud and is associated with your login.

I'm not sure what's going on but you can probably still recover your old data. Don't throw away your old PC, just get the hard drive or SSD out of it and put it into a new device. if you're not sure how to do that, you could pay for an overpriced person to do the work for you and throw the data into a new computer or just ask someone you know who does computers. Ultimately you'll be getting a hard drive or SSD enclosure for your data which will let you just connect it to your new computer with usb
