Firefox Focus, also for Android, is an identical platform and the Search Tools option is accessible.

The only means to access the Search Tools function in Firefox for Android is by accessing the Desktop Version, which is totally impractical, as it's absolutely impossible to navigate the Desktop Version via the screen of a smartphone.
