Whenever Firefox has been shut down, such as a computer restart, it takes a very, very long time to finally come up to where it works. 7 to 10 minutes is not unusual. What can I do to remedy this issue?

I guess it's due to cache invalidation. Go to Settings -> Privacy & Security -> Cookies & Site data and clear the cache.

Also try with Firefox in Troubleshoot Mode to see if the startup is slow?

Clear the Startup-Cache. see screenshot What OS? What version of Firefox? Just curious to know your system info.
