why is it right before my home page loads do i see a page underneath for google chrome?

For a split second before my home page that I picked loads, I see a shot of a google home page with with rectangle boxes of most recent sites

It's not a tab it is actually a window that pops up and then disappears, like its open but if I close my window with my start page, its not there. I do not even have google chrome on my computer.
