The support site tells to click the menu button and choose "privacy panel". When I click the menu button it has options to cut, copy, paste, zoom, new windows, print, full screen, find, developer, sign in to sync, customize, help and close firefox. When I click customize, there is still no option for privacy panel.

Normally, Options is there on the menu. If it you move it to the toolbar, it appears as a gear or wheel icon. If you remove it from the menu, you can access it from the classic menu bar.
