Thunderbird input lags unless in safe mode

Input to a message (reply or new) lags unless Thunderbird runs in safe mode.

I have used to option to disable all add-ons and reset the toolbars and the problem still occurs unless Thunderbird is running in safe mode.

Task Manager performance shows low CPU, memory, and disk usage when the problem occurs.

I'm using version 38.1.0 on Windows 7 - Home Premium with all updates installed.

The lagging does not occur in Internet Explorer or Microsoft Word or other programs.

Turning off the hardware acceleration fixed the problem.

The problem always goes away when Thunderbird is started in Safe Mode with all add-on disabled.

The new Lightning add-on was declined in this installation. Would that make any difference?

Lightning is an unlikely candidate unless you've created calendars already. More likely try disable hardware acceleration at options | advanced | general and restart thunderbird.
