on one computer, I open firefox and the window scrolls the menu bar out of sight

Do you get a Navigation Toolbar or tab bar if you hover the mouse to the top of the Firefox window? If that is the case then right-click in empty space on either bar to leave full screen mode.

Try this if F11 doesn't help:
