Cannot set Archive location

I want to archive some of my email folders to another device (a different drive on my computer or to an external device). According to this https://support.mozilla.org/en-US/kb/archived-messages support article, I should be able to do this by selecting the Copies & Folders setting in the Message Archives section, and set the desired location in the Message Archive panel. However, I am only offered two choices: the primary account "Archive" folder or in the Local folder.

What can I do to change this behavior? My whole purpose here is to free up space on the C: drive. The offered alternatives will not accomplish this.

Well, if you check accountsettings>Local folders, you can set Local folders to another drive.

This answer surprised me a bit because of what the Archive article said, but I realized it would probably solve the problem. I blithely started moving folders from the main account to Local and things seemed to be working well. However, after moving 18 folders, Thunderbird wouldn't move any others. This is not a matter of space on the other drive (hardly made a dent in the free space). No message is displayed. Just won't move any more folders. If I can't move more folders to Local, this promising approach simply doesn't do the job. Any ideas?
