Can I block a specific web page?
my computer is accessing a page (probably a virus) but I can't seem to find the virus, so I thought I'd just block access to the page?
Or if I wanted to block my kids from a page?

Do a malware check with some malware scanning programs.
You need to scan with all programs because each program detects different malware.
Make sure that you update each program to get the latest version of their databases before doing a scan.

If using the above listed scanners does not fix it or if you are blocked from installing those scanners then ask advice on one of the forums that specialize in malware removal mentioned in the Popups_not_blocked article.
I didn't ask that. I asked how to block a web page. I have already run it through multiple virus scanners and nothing was found. Besides that, I asked what if I want to block a page from my kids?
Best to block specific websites is via a hosts file.
