Stuck in an endless loop, TB tells me to reboot to install previous version first, but won't complete install

Running Win 8.1, tried to update TB, it failed, since then it is stuck in a loop of reboot, to complete install, and when I reboot the problem is still there, I tried uninstalling TB, rebooted numerous times, also tried downloading a fresh copy....I can't update, I can't get into my TB mail, I can't delete and start over.It is the same message, reboot to complete previous install...

Download the installer and run it. You can get the installer from here:

I got the same error message "your computer must be restarted to complete a previous upgrade of Thunderbird. Do you want to reboot now?" If I say no, it disappears, if I say yes, the computer reboots, but I'm in the same state as I was before....tried this many times...
