Secure connection Failed no option to bypass security
My local library website has been flagged as a "secure connection failed". I found the information you provide that this error message has no exception to by pass. According to addition information that has been dug into states that prior to today I have visited the website 284 times. Of those 284 times or more I have not had any problem. Although I appreciate your helping me stay secure, I DO NOT appreciate you not allowing me to make the choice to allow you to maintain my security against my wishes. What should I do to access a library that I have been accessing for 20+ years?

It is not the library, it is Mozilla. I loaded a different browser and it works just fine. Is there not a solution for this problem from Mozilla? I have been using this site for more than 20 years without a problem. I don;t need to be protected from it.
Without knowing the site it could actually indeed be a site issue. Perhaps the certificate has expired or it does not support TLS 1.2 or 1.3.
Just because another browser loads the site does not automatically mean it is a problem with Firefox. If it is a site certificate issue then that could explain why Firefox gets an error and not other browser.
Firefox is the last browser that does a real-time revocation check as the others download a list from time to time so they will get the same error if website is not fixed soon.

You can check the library site yourself if you want. https://www.ssllabs.com/ssltest/analyze.html https://certificate.revocationcheck.com/ https://www.digicert.com/help/ https://ssltools.godaddy.com/views/certChecker
GoDaddy for example has been notorious for revoking certificates it seems.
