How to tell Firefox to load plugins only from a trusted path

Let's say the trusted path is "F:\tp\Mozilla\FireFox\49.02\Data\plugins\". And ignore all other path's like "C:\Windows\System32\Macromed\Flash\".

(I know how to disable Flash. That's not the point.) This is an issue with FF-portable on a stick in an Internet-Café-Shop.
