On one of my laptops (both are running same version) there is no settings button to allow me to change the proxy. Meaning when I go Tools/Options and then select the network tab there is a settings button, this button isn't there on one machine but there on another.

Start Firefox in Diagnose Firefox issues using Troubleshoot Mode to check if one of the extensions or if hardware acceleration is causing the problem (switch to the DEFAULT theme: Firefox (Tools) > Add-ons > Appearance/Themes).
