Cannot save Boolmarks to Libraries/Public in Win 8

I am not sure whether this is a bug in FF or Win 8.
I have a folder on another HDD (E:\) that I called "public" with all permissions for "everyone". I added this folder to "Libraries".
Ir I try to save (export) bookmarks to Libraries/ Document/ public it does not go to the correct folder but goes to the normal C:\users\Public folder. There is the same set-up for "My documents" in Libraries (E:\user\My documents) and that works correctly.
Has anyone else had this? Is it something wrong with my set-up/ naming? Is it an MS bug or FF?

hello, you might have to right-click your public-library in windows explorer and set the default path to the public folder you've created on your other harddrive, in order for files that get saved into the public library to go there automatically...

When I look at the path for th folder in Explorer it is correct i.e. points to the folder on the other HDD.
One of the "bugs" I found early on with Win 8 is that is does not like the default User (and Public) folders being relocated. The built in "Recovery" from the install disk immediately complains if any of them are moved (even though there are the hooks to do so).
Hence, I deleted the all folder entries in Libraries/ Documents and then added my own folders.
It appears that saving from all other apps works correctly and finds the correct folder. If I [File], [Save Page As] in FF it also finds the correct folder.
It seems that it is only when exporting bookmarks from FF that the wrong (MS default) Public folder is shown. Strangely. the other folders in Libraries, including "My documents", all appear correctly. I have even changed the name of the folder to "Shared" so that there should be no confusion but export Bookmarks still picks up "Public" in C:\ Users.
I'm baffled!
