Where are my add-on toolbars?
I have installed a toolbar and Firefox reported a successful installation. Yet the toolbar (which in the past was located just above the URL box) did not appear. Also, I do not see it in the plug-in or add-on lists, and the add-on bar at the bottom of the Firefox window is completely empty. Also, there is a list of allegedly installed plugins in the troubleshooter, none of which are visible, and most of them don't even work. I made sure I was running the up-to-date version of Firefox, and the only other thing I can think of is uninstalling it completely. I would appreciate any suggestions short if that.

I would hold off on removing or reinstalling Firefox. Most likely the problem is in your settings folder and can be resolved more easily.
There is a data file that tracks your extensions which occasionally becomes corrupted. To clear that file and have Firefox rebuild it, see this article seems relevant: Unable to install add-ons (extensions or themes) -- "Corrupt Extension Files" section.
Another option to consider is Firefox's Reset feature. This duplicates certain key data from your active settings folder into a new one, bypassing some add-ons and custom settings. Your old settings will be archived to a folder on your desktop. (I recommend keeping that around for a few weeks in case you need to rescue anything from it.)
You will need to reinstall Adblock Plus after the reset.

But... you might wait for additional suggestions.
It would also be helpful to know the exact name of the toolbar you tried to install. We could see if others had trouble installing it and see how they solved the problem.
Your localstore.rdf file could also be corrupted. This file saves things like the size of the Firefox window, the positions of your toolbar icons if you have rearranged them and the position of icons on the addon bar.
You could try deleting this file. It's located in your Firefox profile. Clicking the "Show Folder" button in the Troubleshooting Information page will open the Firefox profile. To get there, copy and paste the text in bold - about:support - into your url bar and press enter.
There are other things that may need your attention.
Note that your System Details List shows that you have a user.js file in the profile folder to initialize some prefs on each start of Firefox.
The user.js file is only present if you or other software has created it, so normally it wouldn't be there. you can check its content with a plain text editor if you didn't create this file yourself.
The user.js file is read each time you start Firefox and initializes preferences to the value specified in this file, so preferences set via user.js can only be changed temporarily for the current session.
