Every time I scroll up or down in a relatively fast manner, the center of my screen has a line tear. I have tried disabling use hardware acceleration when available, but it didn't fix the problem. I have also made sure my Firefox is up to date, and cleared my cookies and Cache with CCleaner. I also tried using other web browsers to see if this problem on them as well. I used several other web browsers including Google Chrome and Microsoft Edge, and none of them had this problem. This problem seems to be exclusive to using the Firefox web browser.

Did all that. Didn't fix anything. Everything is up to date. I am using Windows 10 64-Bit.

Does this only happen when you scroll?

Can you possibly attach a screenshot?

Yes, it only happens when I scroll up or down in a fast manner. No, I can't post a screen shot of something that happens within 3/8ths of a second.
