Unwanted title bar in full screen mode

(Netbook, Windows 7 Starter, Firefox 3.6.13)

When using full screen mode the Firefox title bar "usually" remains atop the page instead of retreating above as before. This occurs although the mouse position is not near the top of a web page. I've not discovered a pattern as to when the title bar remains and when it "retreats," as preferred. Neither Restart nor cold Reboot made an apparent difference.

Example: title bar on this web page now shows single line on blue background with the Firefox icon followed by "Ask a Question | Firefox Support - Mozilla Firefox".

Are you really entering the FullScreen mode using the F11 key?

Or, are you merely hiding all the Toolbars?
