Is this a new problem after upgrading from Firefox 3.6 to Firefox 4, or has this site never worked in Firefox?
Does it work in IE7/8/9?

When you have a problem with one particular site, a good "first thing to try" is clearing your Firefox cache and deleting your saved cookies for the site.
1. Clear Firefox's Cache
Tools > Options > Advanced > Network > Offline Storage (Cache): "Clear Now"
2. If needed, delete the site's cookies here (when viewing the login page)
right-click the page, choose View Page Info > Security > "View Cookies"
Does that help? If not:

To see whether one of your add-ons might be to blame, you could try the site in Firefox's Safe Mode. Here's how:
First, I recommend backing up your Firefox settings in case something goes wrong. See Backing up your information. (You can copy your entire Firefox profile folder somewhere outside of the Mozilla folder.)
Next, try starting Firefox as described in this article: Safe Mode. Be careful not to "reset" anything permanently if you didn't back up.
Does that fix it? If so, it would be a matter of figuring out which add-on is the culprit.
If not:

One other idea: not all sites are compatible with the new HTML5 parser component added in Firefox 4. To test, you can turn it off like this:
(1) Open a new tab, and type or paste about:config in the address bar and press Enter. Click the button promising to be careful.
(2) In the filter box, type or paste html5 and pause while the list is filtered
(3) Double-click html5.parser.enable to toggle it to false (it will turn bold).
Then reload your bank page and try logging in again.
Does that make any difference? If so, you can let the bank know that you found the problem.

The error connection has been reset has occurred on all versions of Mozilla
when I get to tools/options /advanced there is no network option
cannot write about: fig in add bar-says it is not associated w/any protocol
starting in safe mode did not help. I really appreciate all your work/suggestions!
when I get to tools/options /advanced there is no network option
In Tools > Options > Advanced, you should get 4 little tabs below the icon bar: General, Network, Upgrade, and Encryption. What do you see there?
cannot write about: fig in add bar-says it is not associated w/any protocol
That's strange, but precise spelling counts on this one. There shouldn't be a space. Try copying and pasting it:
about:config
If it doesn't exist, then I wonder whether it might be blocked somehow, by an add-on or malware.
Edit: Since this is not new to Firefox 4, the suggestion about the HTML5 parser isn't going to make any difference for this site.

When I cut/past about config into new tab, it says this may void your warranty
When I cut/past about config into new tab, it says this may void your warranty
Actually, that's a bit of a joke: there is no warranty.
For the reason I mentioned when I did the edit above, if this problem occurred in Firefox 3.6, then the HTML5 parser is not the problem.

If the bank says it should work in Firefox, and it does work in IE, then one last thing to try is a new Firefox profile. This aticle describes how to start up to the Firefox profile manager so you can create a new (blank) profile for testing: Managing profiles.
If that works, you can move key settings like bookmarks from your "broken" profile to the new profile. This article should help: Recovering important data from an old profile.
Any luck?
under encryption Under protocols it says ssl3.0 use tls 1.0(both are selected) when server requests certif, ask me every time
under encryption Under protocols it says ssl3.0 use tls 1.0(both are selected) when server requests certif, ask me every time
That's normal.
You can click "Network" to go back to that tab and clear your cache. I'm not sure it will help in this case if the site has never worked in Firefox, but it's a standard diagnostic step, so please try it.
it dies not work in ie either
I just cleard cache and have not retried but I have checked my browser and here is the result Current Browser Version: Firefox 4.0.1 Recommendation: Your browser supports strong encryption and contains the recommended level of security. Secure Browsing Support: Your browser is capable of securely communicating with web site certificates. Strong Encryption Support: Your browser currently supports the required level of 128-bit SSL encryption.
The error connection has been reset has occurred on all versions of Mozilla

If the site doesn't work in Firefox or in IE, that would suggest there is some interference upstream from the browsers. This could be a proxy server (if you use one), or security software that protects your privacy by stripping cookies or account numbers from web requests, or malware/spyware on your computer that is intercepting traffic and making errors in impersonating you to your bank.
I suppose I can't exempt your ISP from potential responsibility, but that is more difficult to track down since those problems are outside your PC and local network.
