Mozilla is VERY slow or does not bring up pages for 1 user but works fine for 2nd

We have a Windows 7 Home version. 2 users, one work 100% and the 2nd does not. The 2nd user has VERY slow loads or the pages don't really load at all.

We tried a fresh install of 45.0.2...clearing cache, cookies, certificates everything we can get our hands on...nothing changed. For the 2nd user Mozilla is unusable...IE works like a champ (hate saying that) since we never use IE.... Chrome works 100% as well.

Nothing wrong with our networking, speed or machine. No reason to boot in safe mode since that is NOT the problem. What is going on???

key, and then starting Firefox. Is the problem still there?
