How do I reduce the size of pictures to send in e-mail?

I need to make pictures smaller to send in an e-mail attachment. I tried using the re-size button in a dropdown box, but nothing happens. I keep getting a message that my e-mail wasn't sent because my server timed out. Was that due to the size of the pictures or could it be something else?

You use photo editing software. There are some good free programs like Gimp that you can use. Another good one is IrfanView.
