"Download rest of the message" gives blank message field in subfolder but not in inbox

The machine is Win 10 Pro 1909 x64, TB v68.4

This machine is located in a holiday home and I try to escape the office, but as my use of webmail is increasing and it blew a gale, I decided to install TB, added some important sub-folders and set them and Inbox to "Download headers only" . On testing, I found that if I clicked the "Download rest of the message" link on a subfolder, the message area went blank. However, if I did this on a message in the Inbox, the full message was displayed.

When I returned to the office today, I found my office machine (same HW & SW) did the same thing when I set a subfolder to "Download headers only"

It seemed to me an obvious workaround to drag a message back to the Inbox, download the message and drag it back again. That only works on a virgin subfolder message. If I drag a already "Downloaded..." message to the Inbox. It remains blank so the only option is to resort to webmail. ( Sounds like "There's a hole in my bucket...", doesn't it)

Is this normal behavior or is it a bug?
