You can only use CSS code in userChrome.css in the chrome folder in the Firefox profile folder to move the Tab bar to a position below the Navigation Toolbar. If this has stopped working then you may have switched to another profile or your userChrome.css has been disabled or the CSS code needs an update.

Make sure you still have this pref set to true on the about:config page to enable userChrome.css and userContent.css.

  • about:config => toolkit.legacyUserProfileCustomizations.stylesheets => true
