The site "http://installff.co.cc/" continues to pop up telling me that I need to upgrade my version of Firefox, but due to the unusual URL and lack of Mozilla logos it looks like a really good attack site. If I click on the link telling me to install some update, it tries to save an executable file, which makes it look a lot like malicious software. Is this site legitimate?

No, it's not legitimate. When you come across a website like that, please use Help > Report Web Forgery.... so that URL can be added to the anti-phishing database.

It seems that as soon as one URL get's flagged by Google SafeBrowsing as being a Forgery, another one replaces it. Or, maybe whoever is setting up those Forgeries is just changing the URL every day or two to be one step ahead of the "internet cops".
