You can try a couple of things. First you can reset to the default them by the following:

Tools | Add-ons | Appearance and enable the Default theme.

Second you can restart Fire-Fox in safe-mode which disables all extensions/add-ons to determine if this is the problem by the following:

When a bottom scroll bar appears due to the visible screen being smaller than the actual webpage, it will always initially show to the left side at the bottom with a gap on the right side. This allows you to move the scroll bar to the right side to view the hidden part of the screen. This is normal. Does this sound like what you are experiencing? Or do you mean you cannot move the scrollbar to the right because it is permanently stuck on the left?

You can get rid of the scrollbar by selecting Ctrl and - , repeat until it disappears.
