I have Cox as my email provider. Recently, say last two months, when a message is moved into the Cox SPAM folder, it is not showing up in the Thunderbird SPAM folder.

A Spam folder is controlled by the mail provider at the mail server end before mail is downloaded to TB. If you also have TB's Junk controls enabled, TB filters messages into a Junk folder. I would use one or the other, but not both. If you use Cox's spam filtering, subscribe to the Spam folder (IMAP accounts).
