I did some search and i think the firefox doesnt control the speed downloadbut you canuse download manager external:

Go to the Mozilla Add-ons Web Page, and look for a download manager. I use one and set it up to download only two at a time. When one download is done, it will start the next one automatically. This way, I can keep surfing the web and not worry about bandwidth.

What you suggest will limit the number of simultaneous downloads, not the speed. It wouldn't solve my problem.
