Customizing Firefox to use in Public place

I need to customize firefox 3.6 (windows) to use in public place:

1) Disable access to about:config page 2) Disable access to Tools > Options 3) Disable access to Customize Toolbar 4) By default I need to turn off Bookmarks Toolbar

I've tried to do it with userChrome.css but no luck. Can somebody help?

You can look at Public Fox: https://addons.mozilla.org/firefox/addon/3911

Be aware that you can easily bypass extensions by starting Firefox in Safe mode
