HISTORY - Clear browsing data and cookies problem

In the Settings > Privacy & Security > History > Clear browsing data and cookies > Automatically clear all checked items when Firefox closes, I have the "Temporary cached files and pages" selected to be automatically cleared when I close Firefox.
Unfortunately, this does not appear to be working, in that when I reopen Firefox and immediately check the Cookies and Site Data or the History sections, the Temporary cached files contains the same MB of files that appeared before I closed Firefox.
Any idea why this setting appears not to be working as described and expected? Please advise. Thank you very much for your assistance. Take care...

You aren't using permanent Private Browsing mode (Always use Private Browsing mode; Never Remember History) as in that case you can't clear data from a regular session?
Note that 128 comes with a new clear history panel that works differently.
- Settings -> Privacy & Security
Firefox will: "Use custom settings for history":
[X] "Clear history when Firefox closes" -> Settings

Since I only want to clear temporary cached files and pages, I am not using Private Browsing mode.
Attached below are two screen captures that illustrate how I have configured the History section in my Firefox browser (Firefox 128.0.3 (64-bit)). In the Browser Privacy section, I am using "Strict" setting, for a number of reasons.
Unfortunately, it is my unfulfilled expectation that the History settings that I have configured would perform as advertised.
