Download speeds are based on your ISP connect speed and the download sites bandwidth that determine the download speed and time of day as well for internet traffic. Browser can't speed up download speeds since that it outside the control of the Browser.

Well my router max speed is 130mb download and 30mb upload. I download from Mediafire. Okay.. well uhm it was like 2-3mb per second download speed 3 weeks ago.

This is based on your ISP and site bandwidth that determines your download speed. It's all based on where mediafire server is based in what country that host that file. And time of day where that server is also is a limiting factor as well. So your speed Router and ISP can be what you subscribed for that speed but that your side not their side.

I see but when i download somewhere else or different time of day its still 300kb per second.

Like I said there are many factors in internet speeds - this is something no one fix can do or find out why it happens. Internet is a finicky bug and servers can exists all over the cloud to connect to the file or files or sites are in different time zones. Just cause your ISP says this is your speed that all the means your theoretical speeds when every thing is perfect which we all know internet isn't perfect. If it's Fiber that just to your ISP but that doesn't mean the wider Internet can't get bogged down with Internet Traffic as that is ISP/Smartphone and Cars/Telsa so everyone is using internet. So unless you Fiber and connected Directly to that server that would be the idea world ISP but that isn't always the case.
