Although setting is correct, Firefox doesn't show windows and tabs from last time when reopening?

I usually keep three firefox windows open at once and I have always set (under the general tab) "show windows and tabs from last time." This has stopped working. The setting is the same but when I close and then reopen firefox, it opens only single window, not the three windows I closed.

It's already set to reopen tabs, and I have not cleared history. It quit reopening correctly this morning after I let it "verify" a signature on the Toastmasters International site while downloading a voucher form. I'm running 8.0.1. It froze and crashed after I allowed that. I did just discover I can reopen the tabs by selecting "restore closed window" and the session I wanted. However the window from before the crash got lost, meaning I had to rebuild my tabs list. Recently closed tabs is grayed out.

Use "File > Exit" or "Firefox > Exit" (Mac: "Firefox > Quit Firefox") if you want to restore multiple windows. You can use "History > Restore Previous Session" to get the previous session at any time. You may need to click the orange/gray Firefox button to see History. There is also a "Restore Previous Session" button on the default about:home Home page.

Using the "Show my windows and tabs from last time" setting is a more reliable way to restore session data.

Make sure that you do not use "Clear Recent History" to clear the 'Browsing History' when you close Firefox.
