When I scroll rapidly to the top of a page the screen jumps to the previous page. When I scroll slowly, this does not happen. Am not happy with this situation, any suggestions.

Try to set all mousewheel.with*.action pref(s) like mousewheel.withcontrolkey.action to 0 to perform a scroll.
