if I am in private browsing mode using foxxy proxy, soes this prevent tracking by my internet provider?

There is no way to prevent your ISP from knowing which websites you visit. Private Browsing doesn't do it and the proxy kicks in beyond your connection to your ISP.

That is only possible if you would connect to that proxy via a secure htps connection.
