Obviously I do not know your situation or the reasoning for such a request.
- Is this in a home or a business setting ?
- Any specific aims with doing this ?
Reducing band width ? Protecting children ?
If you are trying to control older children you will probably find they bypass anything you try to implement with software or settings changes. Or will not care as they have many other methods of internet access.
Basically the best method for trying to lock down Firefox is probably to use a .cfg file and the CCK addon. Remember that does not stop someone from installing another Firefox or another browser or even running another OS from removable media.

Of course it may be a good idea to setup separate user accounts in your OS for each user,or group of users ( on a home system for example |children | adults| ) If there are multiple Firefox users in an OS account then create a firefox profile for each user so for instance they have their own History, bookmarks & passwords.

Why are you still using Firefox 9.0.1 ??
Firefox 23.0.1 was released a few days ago, you are like 14 major versions in arrears and missing a few dozen security patches. There is no reason to think that WinXP can't handle the latest version of Firefox; I use XP and find 23.0.1 faster and smoother than 9.0.1 was in its day.
the purpose is to reducing band width in my office, I have block people to install any program with password. thank you I will try it.
I just re-install my firefox and my master data is version 9, before I used ver23. I just haven't update it.
If you update Firefox make sure that you do not use any option to delete personal information, because that does cause data loss you will destroy passwords and bookmarks for instance. Normally there is no need to uninstall Firefox before updating.
You will have possibly noticed in Firefox 23 the option to not load images is no longer in the simple user menu it must now be done from about:config.
- The reasoning behind this and other changes is explained well in this article
http://limi.net/checkboxes-that-kill/ - See this article about accessing the more advance settings options about:config
http://kb.mozillazine.org/About:config - To block images from about:config use the search bar to look for the preference permissions.default.image it is set to 1 to show images or 2 to block images.
Other readers of the thread, or yourself from a separate account /profile may be interested in an add-on that toggles the show images on and off globally
- https://addons.mozilla.org/en-us/firefox/addon/image-block/
- https://addons.mozilla.org/firefox/addon/quickjava
- and permissions per site are selectable per site from page information, although permissions.default.image overrides the allow option for images.
And just as an after thought does Firefox still now allow Video HTML5 when images are blocked, that is going to be even more wasteful of bandwidth, and what about downloads or audio streaming. Then of course there are still the problems mentioned in my first post. Trying to lock down systems from Firefox is not the best solution. However Network & Systems administration is not within the scope of this forum.

"load imagage automaticly" is not in Options > Content in Firefox 23 - it was removed.
Once you set the permissions.default.image preference in the "hidden" settings ( about:config ) there's no way for another user who doesn't know about about:config to change it from what you have set.

Hi Ed, not sure if this related to my post or not

I agree with that.
I was talking about other users or other accounts.
There is still an option to block or allow images from the page information per site in Firefox 23-25 (not looked at fx 26 yet). Although the option still displays and can be checked or uchecked it is inactive once permissions.default.image is set to block that's why I used term override.
Thinking about it that is probably not intended so it may be worth filing a bug.
(Update many bugs restricted, but filed comment bug 416557#c17 )

You can use a mozilla.cfg file in the Firefox program folder to lock prefs or specify new (default) values.
Place a file local-settings.js in the defaults\pref folder where you also find the file channel-prefs.js to specify using mozilla.cfg.
pref("general.config.filename", "mozilla.cfg"); pref("general.config.obscure_value", 0); // use this to disable the byte-shift
See:
These functions can be used in the mozilla.cfg file:
defaultPref(); // set new default value pref(); // set pref, but allow changes in current session lockPref(); // lock pref, disallow changes
