I got two cameras on my system: one built-in the other a USB webcam When I start Firefox Hello it doesn't ask which camera to use.

I can force it to ask with the following steps(only works when partner has not entered the call yet):

-Start Hello Call -Copy the "FF Hello-Link" -copy it into a new Firefox tab (NOT a private one) -load the site -enter the call(Firefox will now ask for Permissions for Cam & Mic and i can select the Camera i want to use) -Close the Call in the Overlay/Pop-up

How can I change Camera during the Call Leaving and re-entering the Call also doesn't work always

It doesn't seem possible with the embedded Firefox Hello.

The only way is the process you describe.

Typically Firefox uses whichever device is active when Firefox is launched. From what I have read, if Firefox is running and the user plugs in a USB device, that device won't be used until Firefox is restarted. Can't test that myself as I don't have two of anything and don't have a web cam at all.

I've even tried it with a reboot and already plugged in cam, but no better.

Maybe restart Firefox doesn't work because even you close completely Firefox, some information stays in memory. (you can notice that: Firefox starts faster the 2nd time)

Actually your problem is not to switch camera during a call but to set the default camera to your USB camera, isn't it? If yes, you could consider to disable your built-in camera in the Device Manager.
