New Firefox automatically downloads even when "open" is selected

The new feature in which Firefox automatically downloads things seems to have a bug in it. Even after I figured out how to turn the pop-up (to allow you to choose whether you wanted to download or open that) back on, Firefox continues to automatically download EVERYTHING. Even if you chose "Open" instead. This is a serious flaw. Any time someone sends something as an e-mail attachment, trying to open it to look at it causes it to be downloaded, forcing you to go find it (what was it called again? Was that 10557648-6 or 10558748-6?) so you can manually delete something you never wanted to download in the first place. I didn't realize that was happening until my downloads folder was a very serious mess, with several dozen things in it that I never wanted to download in the first place

tl;dr: Choosing to open (rather than download) something does open it, but ALSO downloads it, forcing manual deletion. Please fix.

Also, it would be nice if we didn't have to dig into the "warning, messing with these settings can seriously mess up your Firefox" settings in order to do things like turn off the constant popping up of the download window and turn the pop up allowing choice about whether or not to download something back on. In other words - can those settings please be added to Preferences?

I do a week of daily sales with 3 excel files for each day, and have 20 credit cards and bank accounts to pull info for. I found the same new trash pile in Downloads. I can change it to another folder. But can't shut off the downloads. It started with this week's update. I tried that about:config for turning off the downloading window, but it still downloads without telling me.
