I'm trying to upgrade Firefox on my network, but it cannot touch the internet. The new installer packages try to download the installer after you launch the installer, therefor my upgrades fail.

You can find the full version of the current current Firefox release (37.0.2) in all languages and all operating systems here:

Those full installers do not require to download files from internet unlike the stub installers.

Get a thumb drive, and download the full installer to the thumb. Then plug it into your computer.
