Where do you still see the Hebrew text?

Check the value of the pref "general.useragent.locale" on the about:config page and set that value to language code of the version that you have downloaded (e.g. "en-US" or "en-GB") if there is still a wrong locale set.
You can open about:xxxx pages via the location bar like you open a website.

Did you uninstall the Hebrew version?

You may have to remove the Firefox program folder (C:\Program Files\Mozilla Firefox\) as well.

Your bookmarks and other profile data are stored elsewhere in the Firefox Profile Folder and won't be affected by a reinstall, but make sure that you do not select to remove personal data if you uninstall Firefox.
