The standard "stub" installer needs to connect back to Mozilla for additional files, which sometimes is blocked by security software. Could you try a "full" or "offline" installer from the following page in case that is the problem:
Try this:
- download the Firefox installer and save the file to the desktop
*https://www.mozilla.org/en-US/firefox/all/ - start the installation with a double-click on the desktop icon
