If you want it to always open the sites that you had opened before, in the Options dialog go to the General panel and make sure the setting "When Firefox Starts" is set to "Show my windows and tabs from last time". You will not be asked to save the tabs as they are automatically being saved.

If it is set to that but the sites are not opening when you start Firefox, open your profile folder and delete sessionstore.js and if it exists sessionstore.bak. For details of how to find your profile folder see the profiles article. That can help if the file that stores details of the session is corrupt.

If you want to be asked to restore tabs then you can reset the warn prefs on the about:config page via the right-click context menu.

As posted above:
In Firefox 3 you do not get the 'Save & Quit' pop-up dialog if you choose Tools > Options > General > Startup: "When Firefox Starts": "Show my windows and tabs from last time".
If that option is selected then your pages will already be reopened the next time.
To get that pop-up dialog you need to select one of the other choices (Show my home page, Show a blank page).
If you reset the above mentioned warn prefs then Firefox will ask.

Where do I find the options dialogue? I've looked in "tools" and all my other goodies but there is no "options"

I have the three about:config settings set to allow me to restart with prior window/tabs open. I also have my options set to show my windows and tabs from last session. It still is not working. I am on firefox 3.6.13 and am using colorfull tabs 4.6.5. This has cost me a good deal of lost work several times.
