Create a folder on the FAVOURITES/BOOKMARKS menu bar. Create a subfolder in the aforementioned folder.

Attempt to drag a bookmarked page into folder, then subfolder.

When the bookmarked page is being "dropped" in either folder, the windowed tab that opens (folder contents) flashes very quickly - making organization nearly impossible.

It flashes from its actual length to the bottom of the screen, back to its actual length, etc.

Hello madperson,

I don't think this is possible because the toolbar in question is not loaded you launch Firefox in safemode. (I just attempted it.)

The toolbar in question is the "Bookmarks Toolbar", which is a visible option when you right-click anywhere on the address bar, or tabs bar.

Try to disable hardware acceleration.

If disabling hardware acceleration works then check if there is an update available for your graphics display driver.
